[Pokemon Diamond] Silph Co. Up-Grade what the hell is it?

Already beat the game,got the legendarys and National Dex,beat Elite 4,100 win streak in Battle Tower (thank god to action replay instant kill and health) but what the hell is a Up-Grade Silph Co.Also a Dubious Disc and also... I'm trying to get Master rank ribbon contest help me out here( Pokemon Name moves berries etc).Oh yeah good movements for Pikachu [Lax Nature :Moves:Slam,Thunder Wave,Thunderbolt,Quick Attack] suggestion any one ?
