What do you do about bratty kids in restaurants?

If you're not the parent, I mean. If you are a customer trying to eat your meal and a child starts acting up and CONTINUES to act up--running back and forth right beside your table (so it's hard to get up and go to the bathroom w/out knocking the darling over) or bawling his/her eyes out.
