Can someone please explain to me how is it possible ......?

I have noticed that In south Africa it is permissable to transport up to 5, 10 even seen 20 poor souls amongs them little children sitting dangeriously in the back of a lorry or what you call a " Bakkie" this habit seems to be exceiptable , but God forbid if that driver of that 'Bakkie" is not wearing his safety belt. He would get a hefty fine. I cannot beleive it is allowed . Do traffic cops just turn a blind eye . This is sub third world behaviour .
